Conference in the framework of 4 Pillars the Regional Council of Shkodra organized on 17 November 2016 the International Conference on “Sustainable development in a clean environment, opportunities and skills to create an association agro-industrial border in the north Albania “This conference is held under the project 4 PILLARS, respectively IPA Adriatic Cross-Border Cooperation Programme, funded by the EU, coordinated and moderated by the Director of External Relations Mr. Andrea Jakova. They were invited by the project partner regions as Molise region, Emilia Romagna, University of Ljubljana, Croatia and Montenegro municipality of  Ulcinj, Podgorica, Lezha etc. Also part of the panel were other figures of international field Former president of the regional authorities in the Council of Europe Giovanno Di Stasi, former Foreign Minister of Italy Famiano Cruccianelli, Secretary General of the Euroregion Adriatic and Ionian Francesco Cocco, Secretary General of CPMR Eleni Marianou, Voltana Ademi Mayor of Shkodra etc. Mrs Greta Bardeli  said in her speech: “Recent developments in the Ionian Adriatic Euroregion after its adoption with EUSAIR the relations which have been intensified between partner countries and promote the interests of various organizations and entities operating in these countries. At this conference we will discuss activities and future projects between the countries of this region for coordinated development of agro-tourism as a tool for socio-economic development of regions Adriatic-Ionian, in cohesion with the objectives of the EU Strategy for the Region Adriatic and Ionian (EUSAIR ) and to share positive experiences and challenges in terms of local governance. Among the key priorities set out in strategic documents Shkodra Regional Council for sustainable development are tourism and agribusiness. They remain two of the main sectors of Shkodra, whose development is inevitably linked with the overall development prospects of the region. Agriculture remains the main sector that generates income in rural areas, with a potential also to promote food processing industry, but not only. It also affects job creation that constitutes in itself a significant challenge to our society. Shkodra district with its climatic conditions, geographical position and perennial tradition in the agricultural sector, there is potential for the cultivation of a variety of agricultural products. But do we have a full use and rights of these potentials. Besides the positive experiences the sector faces various problems in the way of production, organization, technology, marketing, competition, etc. which raise the need for increased cooperation with regional and international partners for the exchange of experiences and transfer of technologies and methods contemporary advanced. At the conference held in April here in Shkodra with the theme “Territorial Cooperation in Macro-Region Adriatic-Ionian” was filed with the need to promote sustainable development in the region and focusing on the production of quality food, with a protagonism of strong enterprises in the agricultural sector, with the support of institutions and with the active participation of citizens. In particular, it was discussed to facilitate cooperation between Albanian and Italian companies operating in the fruit and vegetable sector in order to generate welfare in the areas of our products .The best identification of tradition of quality certification, marketing, logistics, organization agricultural enterprises may be the thematic projects ingredients that can be developed in the framework of this cooperation. I am glad that in this table, except Shkodra, thank you for the interest shown in the first steps of this initiative are the Municipality of Lezha, Municipality Podgorica and Ulcinj municipality. Region of  Shkodra being a border region with a long tradition of exchanges and economic cooperation but not limited to economic, with regions of other countries and currently, an area which is the focus of several European programs CBC is engaged in an intensive process of approximation with the EU instruments and the results of this commitment are embodied in the design and implementation of cross-border projects according to EU standards. The conference discussed the activities and projects of the future among the countries of this region for coordinated development of agro-tourism as a tool for socio-economic development of regions of the Adriatic Ionian Initiative, in accordance with the objectives of the EU Strategy for the Region Adriatic and Ionian (EUSAIR) and to share positive experiences and challenges in terms of local governance. The Region of Shkodra being a border region with a long tradition of exchanges and economic cooperation but not limited to economic, with regions of other countries and currently, an area which is the focus of several European programs CBC is engaged in an intensive process of approximation with the EU instruments and the results of this commitment are embodied in the design and implementation of cross-border projects according to EU standards. Participants in this activity are important representatives of international organizations such as the Ionian Adriatic Euroregion, CPMR, Municipality of neighboring countries and cross-border institutions, local and central government of the country. Also at the end of the meeting, under the Region Council Vice/President, Mr. Maxhid Cungu gave a recap of the works of this conference. The second session of the event discussed on specific topics such as emergency response issues, sustainable tourism development, the challenges of migration, etc.
