Steering Committee meeting “to coordinate the work between the responsible authorities, at local level, for the referral of children at risk ‘
On January 15, 2014, was held the  meeting of the Steering Committee “to coordinate the work between the responsible authorities, at local level, for the referral of children at risk”, which aimed to present the report on the activities of Unit Children’s Rights in Shkodra Region and presenting the report of the Regional Monitoring Strategy and Action Plan, the Region of Shkodra.
This meeting was chaired by the Chairman of the Regional Council, as President of this Committee and attended by representatives from regional departments, local governments and by various NGOs as responsible actors in the realization of children’s rights in its jurisdiction. The meeting was opened by the chairman, Mr. Cungu, who thanked the attendees for their participation; spoke briefly on the role and importance of this Committee as the key mechanism at district level for monitoring and coordinating work to protect the rights of children. Then according to the meeting agenda, Sermi Josef, head of the Unit for the Rights of the Child in the region, presented the activity report for 2013 this unit presentation focused on several key areas of activity that NJDF, such as monitoring and evaluation of implementation policies relating to the protection of children’s rights, cooperation and information exchange with regional departments, local governments and NGOs operating in the territory of Shkodra region, work to raise awareness of local structures for the protection of children’s rights and especially recognition of the role of  Children’s rights protection near the Region, followed by concrete cases this unit as well as problems encountered. What was emphasized more in this report is the requirement for local governments to be more attentive to the rights of children, as only 8 local units have transmitted the information required pursuant to DCM 267, dated 12.4.012, but even this in many cases the information is not complete because administrators generally social in local units only report the number of children who benefit from economic assistance or disability payments and there is a lack of information about children at risk of violence, working children, children dropouts, etc. isolated children. How important problem addressed the establishment of Child Protection Units in so far as local governments report that these units were built in the 9th district city hall. For this reason the report was highlighted by the fact that these structures do not create links created gaps in the mechanism of coordination and referral of children at risk hampering its operation. During the report underlined the very good cooperation with regional departments not only in conveying information but also in finding the best solutions for the problems encountered and the specific cases mentioned here positive cooperation with regional departments. As part of the work done to raise awareness of local institutions responsible for the implementation of children’s rights, it was stressed the important role that NGOs had different cooperation in this regard. Then he presented some of the cases of children at risk addressed by NJDF, to bring attention and problems encountered and discussed by members of the Committee.
There was also discussion of civil society representatives present at the meeting who expressed their willingness to cooperate and contribute to the protection of children’s rights and sought to set priorities for intervention and to have more information about non-governmental organizations operating in the territory.
President Cungu stressed that the main mission of this committee is to collect and analyze problems arising from the different actors in the field of children’s rights and to find the best solutions for those problems not found a possible solution will refer near ASHDF.
At the end of the meeting, the President thanked all the participants for their contribution and positive spirit of cooperation.
